This film is a mixture of documentary interviews and drama re-enactments looking at the year when Maximilien Robespierre was in charge of the Committee of Public Safety during the French Revolution in 1794.

Robespierre believed that the road to virtue lay through political violence and that calculated acts of violence could perfect humanity.
