When Tsanko, a railway track worker, discovers a large sum of money lying on the tracks he dutifully notifies the authorities.

The senior head of PR for the Ministry of Transport then seizes the opportunity to parade Tsanko in front of the press as a working-class hero in order to detract from a brewing corruption scandal.
